For the second year in a row I owe the IRS money during tax season

I’m incredibly frustrated. I am a single, unmarried individual claiming “0” on my W-4 and last year I owed $743 to the IRS. It pretty much induced a mental breakdown because I was really expecting to be receiving around $1,000, not paying almost that. I filed on turbo tax. This year I’ve already gotten my tax documents I need to file. I went to a tax office and filed in person and they said I would owe around $340 dollars this year. Not as much as last year but still, what gives!!! My gross income is less than $70,000 a year, I feel like I should not owe more taxes. Owing money to the IRS, coupled with bills and just overall higher cost of living has left me with a sour taste in my mouth for a while. It should NOT be this hard to exist.
