Employees won’t stop working on days off

Hey I hope this doesn't violate rule 7, but here we go. I'm a low level manager at a fortune 500 company. I'm relatively new to the position and the program, about a year now. I lead a small team of about 15 employees and they are all great. Most are new to the industry and about a third are new to the work force in general. Like my most senior person has been in the role for 3 years, turnover was a big problem when I first arrived. Like I said the team is awesome, eager to learn, and generally communicates very well. My issue is that when these people take PTO they are answering fucking emails, attending virtual meetings, and just in general working! Blows my mind that I have to threaten to withhold my signature on their “time card” until they clock the time they worked on…

Blows my mind that I have to threaten to withhold my signature on their “time card” until they clock the time they worked on their off days. I'm at a loss as to what to do. Everyone has a designated back up and in a pinch I can perform each one of their jobs. I don't believe there is any pressure to work on off days either from management or to “support the team”. I'm flexible on WFH when needed so they don't have to burn a whole day off when they need to be at home. I've talked to them individually and as a group before, but the behavior persists. This is the only thing that they are not respecting my direction on and it's driving me crazy. My concern is that they'll eventually work for a manager who'll take advantage of this and burn these young people out. What I'm considering, and I feel stupid even saying it, is issuing verbals, which do go on their record, for not appropriately charging time (charging PTO when they are actually working). A warning about the verbal would come 1st and hopefully that would deter them, but I'm concerned about how ridiculous this whole thing is. Hoping someone has a much better idea.
