Now being required to track all time

My team of ~40 people received an email late on a Friday stating that we would be required to track all of our time from here out. Each day has 8 hours listed that we need to fill. I work at a tech company in a role that requires lots of meetings, sending detailed emails, reading and reviewing emails and documents for accuracy and “thinking time” to come up with solutions to complex business problems. The company claims this is for productivity so that we can hire better and more efficiently plan. Is this insane, or am I overreacting?
