Why haven’t corporations learned that the more people they lay off the more workers that are left over quit?

I’m so confused about how these corporations doing layoffs expect to sustain with this trend. Their theory about cost savings might have been true with older generations but as a younger-ish worker I immediately start looking for a new job when layoffs start at the workplace. The cost of hiring and decreased revenue from poor quality is absolutely going to cause a lot of these corporations to tank in my opinion.
