Anyone care to dissect this situation and hit me with any possible legalities in the situation

Background info: My sister takes care people for a living. Her shifts are overnight. Usually she's with one client but can jump around depending on the needs of the company. She is often responsible for things like helping clients in and out of bed, giving medications, wiping them after the bathroom and cooking and cleaning if necessary. There's been plenty of red flags I've seen since she's started here but this is the latest issue. Sister is scheduled to be at work Monday evening, she works until Tues morning, then will be going home to get her sleep so she can report back to work Tuesday evening. However, she's working toward getting a certification for this company and they require that she attend a meeting Tuesday midday, when she would normally be sleeping. Sister is scheduled to be at work Monday evening, she works until Tues morning, then will be going home to get her sleep so she can report back to work Tuesday evening. However, she's working toward getting a certification for this company and they require that she attend a meeting Tuesday midday, when she would normally be sleeping. It's only available for one hour in the middle of the day, she said that she works Tues evening and it'll disrupt her sleep, so can she either reschedule the meeting or she will have to call off work that evening because she won't be rested enough to care for her client. They told her the meeting has to happen that day and that time and if she calls out of work she will be in trouble. She argued back and said that she can't work safely with so little sleep that night, but they reiterated that she cannot reschedule the meeting or skip work that night.

So I guess the question is, can they really reprimand her when she has to attend this meeting midday and will not be able to get the proper amount of sleep for work that evening?
