Is there a word for when a job interviewer is so hostile it’s like they are sabotaging your interview?

I recently got passed up for promotion, but one of my interviews was really weird. The interviewer clung on to an off hand comment, made it into a mountain of an issue and would later cite it as a reason for passing on me. The comment was that I helped coworker's who felt too embarrassed to go to their bosses (something I'd think would be an asset). At first I thought the guy was just devils advocating but in hindsight (and follow-up) he seems to genuinely be an ass and/bully. I'm not sure where, if at all, this falls into a hostile work environment or if I could even make a case with HR (I know, I know, HR's not my friend), but don't even know what to dau. Yes, I'm mad for being passed on for promotion (I'm not going to pretend I'm not) but the reasons were so flimsy and insulting, and the relevant decider was such an ass out the gate that something just feels off.
