Do i have to sign a forced “agreement”?

My company has issued a new employee “agreement” and keeps hounding me to sign it. There is a bunch of stuff that totally f$cks us. One thing is that we were given tools totaling $3,000 and promise to return them or pay that in our last check (we weren't). The company makes zero promise of any benefits, vacation time, retirement, etc, but does include a non compete with a $50k/ occurrence that covers such a wide array of things you would almost have to move. I could go on and on… My question is, since the company has issued a new agreement, and I have not currently signed it, does that relieve me of the previous one? Am I currently “contract-less”? Is this where I need to negotiate? What is typically listed? I am a 1099 employee in an “at will” state. Thanks in advance.
