Zero Paid Maternity leave

The State of New York requires employers to provide 12 weeks of Paid Family Leave (at a reduced rate of 67% of the employees average salary.) However, employees for the State of New York who are in a Union (such as myself), get 0 paid maternity/paternity leave. Nothing. At all. My baby comes in September so I have time to accumulate some leave but it’s still horseshit. At max I’ll get 4 weeks. I’m the father so it’s not as big of a deal for me, but my female coworker had to take off several months unpaid, luckily she could afford to do so.
