New Government contractor having issues riding an eBike to work.

I just started a job contracting with Orange County in Florida and I wanted to start riding in my eBike to work. My boss brought me in stating that I can no longer ride my eBike into work because of the vague possibility that some day I may need a bigger vehicle to transport something like a router or switch without any other coworker going to the same destination. Is it legal to force my method of transportation this way? I’m paid through the recruiting contract company and not directly hired by the county. As far as I am aware I will not be reimbursed for mileage driven with any personal vehicle.
