How does one even report this?

The restaurant company I am going to be leaving soon, engaging in practices around wages that seem off to quite a few of us. For one… managers are paid a salary AND they are also working floor shifts serving or bartending and are in the tip pool. Now this isn’t the way for all managers. Some managers are given like 500$ a week and then told they have to make it up with tips… which isn’t fair to the rest of the waitstaff and bartenders that are missing out on shifts because the managers have to work to make tips, instead of the owners just paying them a decent salary. This is a 5 restaurant company and growing. We are busy. They can pay these people and keep them out of the tip pool… they just don’t. They have employees that have been with the company for over a decade…

They have employees that have been with the company for over a decade that have helped with the development of the company that are paid 20K less than inexperienced managers, because the owners have a crush on said manager.
I know not much can be done about that last one, the owner is just a creep and a perv, but the manager should not also be able to wait tables and take from our tip pool.

Any suggestions on how to report these things anonymous once I leave if not before?
I am in DC/MD
