Company preemptively thanked me for accepting job offer when I didn’t

The email said “thank you for verbally accepting the offer” when I most definitely did not. On the phone I kept it very generic said, “Thank you for the offer, I look forward to reviewing everything in writing.” They know I’m interviewing elsewhere. Is this standard practice? Not digging that presumptuous language in the email tbh. Any suggestions on how I should write my decline?
