Petty executive refuses to sign employees’ goodbye/thank you cards

Two people in key roles at the company where I work recently gave notice around the same time (both about a month in advance). One of their roles is already set to be filled with an internal promotion and all is well on that front; the other is going to require some recruiting work but it's totally manageable. Both people leaving have given a lot of their time/energy/talent, have made a huge impact, are well liked, etc. All this to say, there's not really any drama around either of their departures except that people are bummed about missing them. Very regular work stuff. I do know the executive team is salty about both people leaving because they always take it personally when people decide to move on for whatever valid reasons they have. I had picked up cards for both of them to circulate around the office to give them on their last day(s). Again, very regular, this happens whenever someone leaves. The cards had made their ways back to my desk so I brought them over to an exec who notably hadn't signed them yet.

He asked me who they were for, I showed him the fronts of the envelopes, he paused for a few seconds and then said “I'll pass.”

It would've been so much easier to act like a regular person/take them from me and back into his office and just pass them on to someone else without signing them, you know? Assholes just can't help themselves. The extra effort is astonishing to me.

Anyone else have experiences with petty behavior during departures to share?
