In Washington state do employers have to pay you if you are scheduled and come in but they don’t give you work.

My mom has a friend who works in a morgue and is often scheduled for work, so she comes in ready to work but often there is no work for her to do and she doesn't get paid. My question is, is that illegal and can she do something about it?
