[Serious] I am seeing so many folks struggling to find work with a 3.5% unemployment rate. Why?

I am asking sincerely, because I clearly don't understand the unemployment rate or something. It feels like, since the rate is about 3.5% right now, it SHOULD be an employee's market. But I'm seeing SO MANY posts about folks not being able to find jobs, or being afraid to quit because of the scarcity of jobs. Now, my suspicion is that they mean they aren't finding jobs which compensate well enough to have a decent life, but I'm not sure. I also know that the tech industry (which I'm in) is getting absolutely hammered by layoffs right now (https://www.leftvoice.org/tech-layoffs-show-the-need-for-greater-and-more-militant-organizing/), so I get that tech workers are feeling the pinch. I'm scared, myself, but I feel like it's just my sector. But is this more about underemployment vs. unemployment? Sorry if I'm being dense, I just want to wrap my head around the posts I'm seeing.
