Companies offer me way less than the advertised salary even if I meet all the requirements due to actually low salary. What can I do?

I got an office job, the salary was good considered that I had very little responsabilities and no mandatory extra hours. I did it well and in few years I grew up from simple worker to administrative manager. During years I got a little salary increase, but absolutely not adequate to my new position and new responsabilities, that have also tremendously extended my workweek. I also completed my BS in the meanwhile. I asked for a salary increase, it was denied and the company clearly told me that I will not have any increase for at least some years. I became very skilled in my field, so I'm quite upset for the treatment received because my “promotions” are not promotions, I work a lot more for a marginal salary increase. So I started applying to similar positions in other companies, but every time they answer “you have the experience and…

So I started applying to similar positions in other companies, but every time they answer “you have the experience and the degree required for the position but due to company police we can offer you just a little more than your last salary”.
This has no sense at all.

Any advice? What can I do in order to get an higher salary?
