Asked for a Reasonable Accommodation. 2nd level Manager says “Report him to HR, we will not accommodate him not doing his job.”

I have schizophrenia. I've had to fight tooth and nail ever since I was diagnosed, to simply have employment. This is the second employer I've had who is so scared of “setting a precedent” that they flat out deny doing a reasonable accommodation. What should I do?
