Accepted for a temp position then the company retracted the position

I've been laid off in late 2020 from my dream job working at the library. Since then I have been working part time and seasonal work until I can get back in. I had an interview for 3 open positions, 2 permanent and 1 temp. I didn't make the cut for the permanent but got the temp (bronze medal) and even though it's not ideal it gets me into the door and out of minimum wage. The next day, I got an email with red flags: “we're trying to figure out how long the position would be” (??? It was listed for 6 months originally) then “we're looking at 3 months” (umm..) then the third day I was informed that my offer was retracted because “people are coming back sooner than expected.” It's beyond frustrating that a city job would advertise a position if they might not have the budget…

It's beyond frustrating that a city job would advertise a position if they might not have the budget for it, or that it was solely created on an 'as needed' basis without an alternative option for applicants.

I guess I'm extra salty about it because it cost me $12 to park for the interview as well.
