Quitting job after a month due to toxic manager

A month ago, I left my previous job for a lower paying but more prestigeous civil service job. A month into the new job, I am at a point where I dont see a reason not to quit. To give more context, the main reason I want to leave asap is this toxic manager who treats me like I am his personal assistant who needs to figure out his vague requests on my own and somehow deal with departments’ most vital problems into first month of my employment without even getting proper training on anything. A month ago, I left my previous job for a lower paying but more prestigeous civil service job. A month into the new job, I am at a point where I dont see a reason not to quit.

To give more context, the main reason I want to leave asap is this toxic manager who treats me like I am his personal assistant who needs to figure out his vague requests on my own and somehow deal with departments’ most vital problems into first month of my employment without even getting proper training on anything. While he is the main reason I want to leave he is not the only reason. Civil service seems so slow paced for what I am used to do and there arent any hard skills I could acquire in the long run. Also my chances of being promoted seem really slim and I am the youngest person in the department (mid 20s) working mostly with mid 30s 40s people. I also should mention everything runs on pure chaos and the pay is shitty.

I am at a position where I can afford to be unemployed for several months (3-4 at least). If the manager wasnt toxic or I knew I could manage his bullshit I would stay until I found a new job but I know it will happen next week or some other week so why waste any time. What do you all think? Is there a reason not to quit?
