Why are job listings showing their pay as less than minimum wage?

I’m sorry if this isn’t the right sub, I wasn’t really sure where to ask this. I live in Massachusetts where the minimum wage is $15. But I keep seeing job postings for less than that. Usually like $14.25 or less sometimes. They are not tipped positions. They’re jobs in libraries and animal caretaker jobs etc.
