Am I wrong to be disappointed my “promotion” raise is less than inflation?

I was promised a promotion and raise for months as a reward for working my ass off and taking on many more duties than those for which I was hired (because I care about the work — I know, first mistake). Today, I was told that my new salary would be 8% higher, and that raise would be in lieu of a COLA or merit increase. With the social security COLA for inflation this year at 8.7%, it doesn't really feel like I'm getting a raise at all. Am I wrong to be pissed about this?
