Make the Schedule in Advance

My family member, who is disabled and hasn't worked for many years, started working recently part time at a 'dollar store.' The store manager makes next week's schedule on Saturday, which gives employees 1 day's notice to know if they are working Sunday. I wanted to take her somewhere last week and she couldn't confirm if she was working until the day before. It is so entitled of this manager to make his employees and their families put everything on hold because he can't take 15 minutes to make the schedule a week in advance. Is this normal policy for these types of establishments, and is it legal? I also find it comical that this manager complains about employees calling out so often. 0% awareness.
