how to i tell my dept head i dont wanna train my new manager?

long story short my dept merged into another department. my immediate manager left a year and a half ago and ive been on a stipend bc ive been doing those tasks including my regular job bc no one else knew how to do any of my former supervisor's job. my department head is still relatively new and doesnt know how to do anything this new manager will be doing. my stipend has now ended and, although i interviewed for the manger position, i didnt get it. based on the announcement of the new hire the person coming on board doesnt have any experience doing the most of the tasks they have been hired to do. how do i tell my department head that i dont want to train someone who was hired over me to do the tasks i know but they have no experience with without burning any bridges?…
