Does not being employed make you less of a favorable candidate for a job?

I did get a job offer but it’s base plus commission. Very low base. I’ve updated my resume, made it a pdf applied to less jobs because I was initially overdoing it. I know i probably am not the best at cover letters. But is the job market this rough?
