My job already got rid of lunch breaks, now we are losing our 15 mins

I work in Healthcare with minors with disabilities, a tough job on the best of days. 2020 saw the loss of our 30 minute lunch break so we've been expected to eat on the clock for the last 2+ years, which is easier said than done for most of us in this field on a good day. Today we got a memo that, effective immediately, we are required to only take 7 minute breaks instead of the 15 minutes we'd normally get because of how insurance rolls up billable time. The kicker is, we still only get 1 break a day. We are already struggling to keep people, let alone attract new people. Just how out of touch are these paper jockeys that call themselves “superiors”?
