HR made position to bring in someone from their old job.

tl;dr New HR Manager hired someone from former company for a role that I applied for. I applied for an HR position within my company. Per our handbook, the company is required to post opportunities for employees within before opening the position to outside of company applications. I don’t really see myself in HR but I wanted the opportunity to gain the resume experience and improve relations and morale with our staff, in addition to moving up within into a salary position with better pay. After I put in this application, our recruiter did not look me in the eye or talk to me directly for weeks. I was told I needed a college education for a role in HR and I was told about our company’s college aid program. I went away from the meeting with an understanding and respect for our HR Manager… until the following days when I found out that the HR manager hired someone for that role from her old company with no mention of interviews. It just seems shady and my opinion has soured. I may not have a college education but I do catch on quick and even the Manager says she thinks I would do great in the role.
