Raising wages, forcing more full time employment?

I’ve heard many times that employees not being paid enough have to collect welfare or food-stamps to make ends meet. Could we encourage higher wages, or full-time hours by requiring anyone who is collecting assistance but works to provide their employers information. Then that employer would have to pay a 200% tax for the value of the collected benefits. Initially they would likely fire anyone collecting, but they would have to take measures to avoid having employees on welfare, such as providing them full time hours or a living wage?
