Can my employer refuse to pay out earned PTO when I leave?

The office I work from is in Texas, the company is based in Tennessee, and I'm located in New York. It's a long story but I moved to NY during the pandemic and kept the job I had when I lived in Texas because it was remote. A few weeks ago, they sent out a notice that only employees in Texas were able to use their PTO. Now that I'm leaving the company, I asked about the 60+ hours of PTO I've earned and was told it's a use it or lose it scenario. I can't use it since I'm not in Texas. Based on where I work and live, and where the company is located, are they allowed to deny me my earned PTO?
