Why act your wage?

I keep hearing of new hires earning the same or more as tenured staff at companies (consultancy firms mostly but that’s my field, and here on the sub) and the advice here from time to time seems to be for people to “Act their wage” and just do the bare minimum. For those people in this position and lament the low wages, why stay? Why not just make a move to another company for more pay for the same work? From my perspective, this kind of action is what brings up wages overall
