HR fuck up

Lurker in this sub and looking for advice. My wife recently interviewed for an internal transfer of departments at her work. She interviewed with who would be her new manager. They offered her the job but she still had questions about her new schedule, pay, time off she had booked already, PTO.. the whole gambit. Her new manager said someone from HR would reach out. Yesterday on her day off the HR lady sent an email to her current manager saying that my wife took the job and they needed to fill out paperwork for the transfer. Thing is my wife never said she was taking it yet, didn’t discuss pay and they are just keeping her at the exact same rate, which this new job is a little more specialized. My wife recently interviewed for an internal transfer of departments at her work. She interviewed with who would be her new manager.

They offered her the job but she still had questions about her new schedule, pay, time off she had booked already, PTO.. the whole gambit. Her new manager said someone from HR would reach out.

Thing is my wife never said she was taking it yet, didn’t discuss pay and they are just keeping her at the exact same rate, which this new job is a little more specialized.

Now if she doesn’t take it her current manager knows she is looking to switch and she wanted to talk to her before hand and be professional 2 weeks.

HR/recruiter is back tracking a bit that it’s normal for her to start the conversation with the old manager but this whole scenario doesn’t seem right to me. Why would they start the conversation before my wife even accepted?

This may be a venting session more than anything but I’d appreciate anyone’s thoughts.
