Possibly uncompensated work time

My team and I recently received yearly raises that came well below inflation. The company has tried to sell us on a new bonus plan, less than 10% of our salary, that is tied to the company meeting its revenue goals. Understandably, we aren't happy. Our boss also wants to make headway on projects that have been sitting around because we don't have time or resources to get to them. As a way to motivate us, and to answer our complaints about this company bonus that we have very little way to affect, he is offering bonuses if we complete these projects. The issue is that these would have to be completed outside of work hours, and he has explicitly stated that hourly workers will not be clocked in. Is this legal? We aren't completely uncompensated since we should receive a bonus at the end, but it really feels like…
