Today my supervisor told me that our supervisor (above both of us) said we can’t reach out or talk to HR. Is this legal? I work in local government and live in Colorado. Do I let HR know that we are being told this? She also told my supervisor that HR can’t tell us what to do with our staff. I thought that was part of their job. What am I missing?
