is it normal to have alot of downtime at small company?

I recently started a new job in accounting, and currently, it's just the controller and me working there. Despite my presence, my primary responsibility is collections, and the workload is much lighter than my previous jobs. As a result, I intentionally work at a slower pace, which leads to a lot of downtime. There aren't many accounting transactions, so it seems like collections will be my primary task. This will likely result in a quicker completion of month-end closing. I feel like I am being overpaid as I am getting paid 25 an hour but working 36 hours a week. I'm wondering if it's normal to feel this way at a new job, considering I've never had so much free time and the workload is significantly lighter. It's worth noting that I am a contractor through a staffing agency, so the employer is currently paying more.
