Nonsense tenure requirement for promotion

I have been with my company since December 2019 when I started as Level 1 in my role and was promoted to Level 2 in April 2021. Since then I’ve had my eyes set on Level 3, for which 2 years as a Level 2 was a prerequisite. I have been going above and beyond, aiding my manager who is brand new to the company and industry, mentoring new colleagues, exceeding national quota attainment, consistently exceeding KPIs, etc. I discussed my desire to achieve Level 3 with my manager for the past 6 months and they indicated there was no reason to their knowledge why I would not get it. I did NOT get the Level 3 this promotion cycle (which only happens once a year in May) because I did not meet the time. I thought I did, because April 2021-2023 is 2 years… right?

Wrong. The small font on the promotion guide stated that tenure was as of March 31 the current year. Meaning because I was promoted in April, I missed the window by 26 days.

Despite being a top performer, mentor, and having passed an training/assessment required for Level 4 (!!!) they “can’t make exceptions” because of the time in role.

I call bullshit as I know exceptions have been made in the past. Further, the summary guide is extremely misleading – basically everyone will think they have met the 2 year requirement for this role and others but will fall short because promotions don’t happen in May.

I am so angry, hurt, and bitter. I want to leave but my industry is a really small world and options are limited. Is there any way I can fight this? This confusing timeline seems so misleading and wrong…
