Did I misinterpret or am I getting screwed?

Hey everyone, I have a feeling I’m getting shafted by a county job I applied to. I won’t get into the details, but, I applied to a position that advertised itself as two levels, a level 1 position and a level 2 position. The level 2 position has a lot more responsibilities and less hands on from the department, so it’s just overall tougher. The announcement also had a salary range of 33 dollars to 43 dollars. I got the job, and was offered the level 2 position. I was fully expecting to get 43 dollars an hour, but on the phone, the person who offered me the position stated my salary would be 33 dollars an hour. This makes no sense to me, because it appears that I am getting paid what a level 1 employee would be getting paid, since I’m getting the least amount advertised. This obviously…

This obviously doesn’t sound fair, since if I’m getting the same salary, I would much rather just be a level 1 employee. I barely got the offer today. Do I counter? How would I counter this or raise my concerns? Is there a reason for me having these concerns?
