Someone at my company got a raise when I didn’t because the CEO doesn’t personally like me . Is there anything I can do legally?

Hey all. I’m really not sure if this is the right sub to post this in, but I’m at a loss. Im going to be vague in case I do anything but here’s the gist of what happened. I work at a company and after I started I was promoted to buyer for a department, which essentially means you run the department. The store manager was out when I was promoted, so I stupidly took the job thinking I would get a raise when he comes back. When he does come back, I ask for a raise. He says he will see what he can do. Several weeks go by with nothing. When I bring it up again, he tells me to ask a man that is essentially the CEO who was visiting from another state. When I ask, I’m told “ I’m not working hard enough.” So I quit…

So I quit buying and went back to my original job title at the same wage. A worker who was brought on after me was offered the job and given a raise. I’ve been told it’s the man in charge of raises simply does not like me because he seems to think I’m lazy. Apparently he got that impression when they were all outside smoking, so I went out for a quick water , said hi and hit my vape. This is an outdoor job so water breaks are a must. I got back to work afterwards while they sat and talked.
Is there any legal action I can take against this? The woman that has my position now is much older and I think that plays into it. I truly am a hard worker, and I disagree with being judged from a 15 minute snapshot .
