i was promised a raise and promotion about three weeks ago and today my manager told me that it never went through HR and he jumped the gun and it might not go through until next quarter

context i’ve been working in this position since february which is like two steps above my original position and has a lot of extra responsibilities (on top of my original position’s responsibilities.) I did this because i was bored in my position and i wanted to expedite career growth. in april i was promoted to the position between my original and the one i was actually doing. about three weeks ago my manager told me that they recognized my hard work and were finally gonna promote me to the position i’ve been doing for 5 months. after the most recent paycheck came out and there was no change i went to him and he basically was like sorry, i messed up I’m trying to expedite it but HR changed procedures. I’m just so bummed bc finally i was getting recognized and he fucked up and is making a cushy salary…
