No longer allowed to switch shifts or call in sick

I have been working at this company for over year. I want to say about 4 months ago a few coworkers and I made a group chat to ask for shift changes and the like. It’s been pretty active and people ask to switch shifts often. But this is where the issue is coming in, there will be construction going on in my store for the next four months and over the intercom they have started to say that we are no longer allowed to switch shifts or call in sick during this time. And if you do they have said “there will be consequences” but have not elaborated on what these consequences will be. I don’t even know if this is legal or if they’re allowed to do this.
