How do I professionally respond to this?

“Hi OP, I didn't realize that your vacation request was all unpaid time off. Goal reduction is given for PTO but if you are taking time outside that there will not be a reduction. Also, I don't want to get into situations where people are taking time off solely to get a reduction to their goal. If you want to take unpaid time please fill out this leave of absence form and Joanie and I will review it. We had to cancel our vacation but was considering keeping the time off anyway.. just for a little break, because of course, fuck work.

The job I have is basically sales, we have a goal amount and its pretty high for July so I asked in our group space/google chat if there was wiggle room to get it reduced (we had 16 working days left in the month, and the goal was a bit extreme), manager emailing basically said there is no wiggle room to reduce the goal, ok no complaints from me, just wanted to see if it would work.

I had informed emailing manager (EM) that my vacation was canceled but was considering just keeping the time off anyway, but wanted to gather some details like, would my goal be reduced since I'll be missing 54 working hours for that month(which is usually the standard unless, apparently, it isnt paid time off), so I was asking her what my goal would be if I kept the time etc.

I dont mind that the time off unpaid doesnt alter my goal.. what bothers me about this email is that if I WANT to take PTO to lower my goal, thats my business and her opinion shouldnt matter WHY we're taking time off. ” I don't want to get into situations where people are taking time off solely to get a reduction to their goal” thats whats really bothering me here lol.

Anyway, any advice on how to respond to this? It should be noted that HR was CC'd into this email and she chimed in that I'd have to fill out a leave of absence request if I wanted to keep the (already verbally and system-approved) time off.
