supervisor isn’t going to do anything about a person taking a compromising photo of me

i work as a manager of an office at a university that i attend. yesterday i wasn't meant to be working, i was only on campus because i had to attend a class but as i was leaving another manager stopped me and asked me to fill in because she had an emergency at home, i of course said yes and went into the office to work for an hour or two. its important to note that i didn't work in the front office at all yesterday for the two hours i was there as i was finishing projects, answering phone calls and emails in the back office so the only time that i was out front was before i even got the chance to clock in. my supervisors supervisor pulled me aside that day and told me i was dressed completely inappropriately (for reference i was wearing a skirt…

my supervisors supervisor pulled me aside that day and told me i was dressed completely inappropriately (for reference i was wearing a skirt because it's 100°f outside) and that i needed to go home. i told her that was fine but the office isn't going to have a manager because the other manager had an emergency.

come to find out by my supervisor that someone took a picture of me from behind when my skirt was hiked up (sometimes skirts hike up) and emailed it to at least three different people, and my panties were showing in said photo. today i had a meeting asking what we can do to resolve this situation because it was completely inappropriate for someone to take a photo of me and email it to several different people and they basically told me they'd mention it in a meeting but otherwise there was nothing they could do about because it was on public property (and in texas you can do that)
