Tired of hearing “There's a shortage of X workers in Y industry!” ?

Even with a college degree, many of these entry level positions don't want to hire the inexperienced because “training is expensive”. Say it ain't so.
Every new job or entry level position I've had, across different industries, more than 50% of the time would say they had a training program only for me to find out that it was sink or swim. There was no program.
The shortage is self made.
