Am I getting unfair pay?

I, (20F) recently got promoted to assistant manager at my job. The previous assistant manager, (26F) and I both have the SAME amount of experience at this job, (we sell jewelry) and have never worked at another jewelry place before this one. The previous assistant had numbers lower than mine, but was getting paid $20 a hour, when I got promoted they said they are only going to pay me based on my “experience” and I’ll get 17.50 a hour. They said they use a wage tool calculator based on ALL of the jobs I’ve worked, and how long I was there. However I also have previous management experience and the old assistant did not. When I brought this up to the District Manager she said technically we shouldn’t be talking about wages with each other. Am I getting paid unfairly like I think I am? And how can I…
