Why is there no universal law that companies must post a salary expectation when posting jobs?

I am absolutely disgusted by this practice. Why is it legal? I'm in Ontario, Canada. I know that some places have recently mandated that salary expectations be posted – but they are too few and far between. I recently saw a job posted (with no salary defined) that had 90 applicants and they actually stopped accepting applications. I actually WANT to work because I enjoy new challenges and using my brain, but it's just so offensive to me that these companies expect 5-10 years experience, a college degree, a cover letter and a 10 page survey before they even tell you what your expected salary would be. In my experience, those companies pay absolutely disgustingly low wages. Plus, they usually require you to create an account on their website (*free access to your personal data). Wtf is wrong with the world?
