should I leave? false promise?

So, last October I was job hunting, and found a nice position at a motorcycle and performance shop as a mechanic, and went through with the process. We agreed upon 17 an hour based on that fact I had no previous experience working in a shop, but I had been doing repairs and was ASE certified before working there, just not “professionally” as per say. We agreed upon a 3 month evaluation to assess my skills and if I would be a good fit as a service mechanic, while in the meantime I would be helping with vehicle setup. Well, those 3 months had seems to get by without a problem, but currently I'm 6 months in and have not even gotten a word from management about my review, and ONTOP OF THAT I've been helping with used sales SERVICING their machines on setup pay, basically working in the used…

I've even been getting service jobs without being on service pay, still stuck at 17 an hour. I asked the service manager about this at around 3 months in and his exact response was “you'll get your 3 month review at 3 months, it will tell me”

I just don't know how to go about this with how lazy management seems, and what would be my best bet to find some sort of raise for the work I have been doing, as I'm trying to currently apply for mortgages to afford a house, but not qualifying based on the fact my monthly income isint sufficient
