is it illegal to not pay employees for drive time?

The cleaning company I used to work for sent you out in the company car to clean houses, but they only pay for time you're in a house. They don't pay for your time driving between houses. They also pay based on merit. Each chore has a set amount (ex: half bath is $1.50, dusting is $3.75, etc) which is different at each house depending on the size of each room. You are with a team, so the faster cleaners inevitably do more and make more. Just curious if any of that is legal. (In Ohio if that helps)
