HR/Payroll workers: how hard is it actually to give an employee a raise?

Besides budget issues, what’s the actual process behind changing someone’s wage/salary? Is it an involved/complicated process or are you just updating a few numbers in a spreadsheet? I’ve seen a lot of workers get pushed around by HR saying things like “we don’t have the capacity right now to update salaries” or “we don’t do that until end of quarter” etc. I’d call bullshit but I’ve never worked in one of those functions, so if you’ve ever worked in HR or payroll I’d love to hear your perspective.
