New hires getting paid more

Hi all, long time lurker first time poster. I work at a private owned pharmaceutical business. I am labeled as “finance associate.” I work closely with another coworker in my office. I’ve been here a year, my office coworker two years. Recently, the new hire had asked me about benefits and such, and she revealed she makes 25$ an hour. My office mate and I both make $21.63. The new hire also has the same title. My office mate and I have the most work load, with my manager putting more on me often. I have a pretty big workload, but I also have down time here and there. The new hire also has the same title. My office mate and I have the most work load, with my manager putting more on me often. I have a pretty big workload, but I also have down time here and there. The new hire currently has 2 tasks she does, so she has a bunch of free time and often times has nothing to do. I went to my manager and explained, and she said that the HR woman (she’s the only HR associate and she’s been here maybe 8 months), has been having a hard time keeping employees so they started paying more. I feel a bit unappreciated and my office mate and I are discussing other jobs, although we really enjoy this job and the people. I’d like to stay here, but it feels unfair to be paid less for the same title. What should my next step be? I thought about talking to the finance director since he handles payroll, but nervous to and have no idea what to say.
