Accusing a work force of quiet quitting is the best way to get more people to quiet quit

I've seen some posts about employers or CEOs ranting about / telling employees about quiet quitting. From my perspective, how does any employer think that this will put them in good graces with their employees. An employee who isn't quiet quitting immediately realizes that they are only valued as a wage slave and will probably be more likely to want to leave the job. An employee who is may take this opportunity and actually quit. Is there any rationale to accusing a workforce of doing their job but only what they were hired for?
