Adjusting schedule an hour before shift to avoid overtime hours. Legal?

So, I feel I know the answer to this. I assume that I'm SoL to this kind of behavior. Due to a co worker being unable to work this past week, I ended up working more hours than originally scheduled for. I arrive on Sunday at 4 to learn that I'm not supposed to be there until 6. My schedule was updated at 3pm that day without notifying me (after I was already on my way to work). This change (as my manager has admitted) was to prevent me from hitting overtime. Is this legal?
