Advice – leave job to make a point or use it to my advantage?

Short version – I have a management position and have not received a raise in over 2.5 years. I have asked my CEO and they said they will do an evaluation with a raise, however it has taken them over 3 months to 'type it up' and claiming he's just too busy. I know he knows I deserve one and even says so himself, he even adds responsibilities to my role. I break my back for this company – come in on weekends and work even while on vacation because I am the only one who can do my job. My role is extremely important to keep this company running and I do not feel as though I am valued or prioritized. I had applied to other jobs and got an offer for $7k more than I make, but less benefits ($250 a month to tuition is a big loss…

I know he knows I deserve one and even says so himself, he even adds responsibilities to my role. I break my back for this company – come in on weekends and work even while on vacation because I am the only one who can do my job. My role is extremely important to keep this company running and I do not feel as though I am valued or prioritized. I had applied to other jobs and got an offer for $7k more than I make, but less benefits ($250 a month to tuition is a big loss for me) with a company I previously worked for and loved, but left for this opportunity which was a stepping stone in my career.

My question is, should I give a two weeks notice and go to this job that I have an offer for, which I know will cause my CEO to scramble and give me a raise without doing an evaluation, where I would turn it down and continue to my new job. Or should I still give two weeks, get paid higher at my current job, and continue to look for an even higher paying job? In my career field, I can get paid double what I make now, which is more than the $7k raise my old company is offering. Thoughts? I am not sure what to do. A part of me wants to leave, because they f***ed around and found out.

For context, I do love the job I have now, it is the not being appreciated or valued and no raise in over 2.5 years that has lead me to search for a new job.

Edit: they have also not paid me a bonus every year that was agreed upon during my employment. And was two years behind on paying me the tuition reimbursement which they just did.
