Am I calculating my PTO right?

For context, I’m from Illinois and I don’t accumulate hours for PTO. It is 1 lump sum of 15 days that can be for vacation or sick time. As salary, a standard shift is 8.5 hours long (11-7:30) with a 30 minute unpaid meal break. I told my manager I was using a half day of my PTO. They had me come in 3-7:30. Wouldn’t have half day be only 4 working hours, I.e 3:30-7:30?
